Bulgarians and Romanians, along with foreigners from outside the EU, will now only be granted work permits for the Netherlands in "exceptional cases".

Dutch MPs passed the measure, which is the brainchild of Social Affairs Minister Henk Kamp, despite EU official's warnings that it may hinder freedom of movement - one of the EU's fundamental freedoms.
