Now that the results are known from Turkey’s June 12 general election, it is an appropriate time to discern this strategically important nation’s state of affairs. Turkey-watching is never an easy matter, especially given the current government’s fluctuating ways which confound many analysts. Nearly a decade has passed since the Justice and Development came to power with its heavily-inspired Islamist thinking. Detractors see the AKP’s methodology as a stealth jihad that’s gradually eroding the country’s secularist bearings. Conversely, AKP’s proponents applaud the various reforms which the party has enacted, ostensibly projecting it as a “bridge” between Western and Muslim civilizations. Thousands Protest In Support Of Bosnian General

Some five thousand Bosnians protested on Saturday in support of Bosnian General Jovan Divjak, arrested on Thursday on a warrant from Serbia, where he is accused of war crimes.
Protesters gathered in downtown Sarajevo to speak out against the arrest of Divjak, who is considered by many in Bosnia to be a national hero.
Protesters yelled: “Give us Jova back!”, “Jovo, our Serb, the whole city is with you!”, as they demonstrated in front of the Austrian and Serbian embassies and the country’s presidency.

Macedonia Closer To Postponing Spring Census

Macedonia may soon join neighbouring Albanian and Serbia and postpone its head count, planned for April, as country readies for early elections.
The head of Macedonia’s Census Commission, Vesna Janevska, says postponing the census is a viable option if the forthcoming general election campaign is deemed likely to interfere with the outcome.
“It would not be good if the census and an election campaign coincided,” Janevska said on Thursday.

Croatia: Thousands Of Anti-Government Protesters Rally In Zagreb

Several thousand anti-government protesters rallied in the Croatian capital Zagreb on Friday evening, demanding that the government of Prime Minister Jadranka Kosor step down.
As in previous protests this week, the demonstrators first tried to reach St Mark’s Square, the seat of the government and parliament, but were turned back by the police because protests are prohibited in that square.
The demonstrators then headed for the headquarters of the ruling Croatian Democratic Union, HDZ, party, chanting “HDZ thieves,” “We want elections” and “We want change”. They stayed there for about 15 minutes and then moved to Vukovarska Street.

New Kosovo President Pacolli In Hot Spot

Kosovo’s new president, Behgjet Pacolli, may be running into the same quagmire that unseated his predecessor, with opponents charging that his election violated the constitution.
The 59-year-old businessman, considered one of the wealthiest individuals in Kosovo, has triggered controversy in some circles because of his connections to Russia, some of the former Soviet Republics and Libya.
Now two major Kosovo opposition parties — the Democratic League of Kosovo (LDK) and the Alliance for the Future of Kosovo (AAK) — have asked the constitutional court to investigate the circumstances under which he was voted in as head of state.

“We are preparing for a large presence of international observers, which, together with local observers, will guarantee a good electoral process,” Marc Perrin de Brichambaut said in Tirana.
Brichambaut held meetings on Monday and Tuesday with Albania’s highest officials, including President Bamir Topi, Prime Minister Sali Berisha and opposition Socialist leader Edi Rama.
The opposition has adopted an ambiguous position toward the upcoming ballot, saying it will not boycott the vote while claiming conditions for a free and fair ballot do not exist.
“A boycott of the election by the opposition is only a dream that [Prime Minister] Sali Berisha entertains,” Rama said.

Macedonia Works To Preserve Interethnic Co-Existence

Macedonia showed its capacity to deal with an interethnic challenge during the incident at Skopje’s medieval Kale fortress earlier this month, but many are now calling for more actions to prevent the politicalisation of religious and cultural issues.

Macedonia To Hold Referendum On New Name

Macedonia said it was ready to agree to a proposal by the UN’s special envoy to change its name and thus resolve a long-standing dispute with Greece, but that the decision would have to be approved in a nationwide referendum.
In a letter to UN Secretary-General Ban Ki-moon, Macedonian Foreign Minister Antonio Milososki said that his country could agree to UN envoy Matthew Nimetz’s proposal to rename the country “Republic of Macedonia (Skopje)”.
Skopje is the capital of the small country and its name coincides with Greece’s southernmost province, an issue which has led Athens to block the country’s EU accession talks (see ‘Background’).

Kosovo Opposition Wants Voice In Pristina-Belgrade Talks

Opposition parties in Kosovo say that all groups in parliament must be involved in determining the content of the upcoming talks between Belgrade and Pristina.
Sabri Hamiti, the vice-president of the assembly and a lawmaker from Kosovo’s largest oppposition party, the Democratic League, LDK, said the dialogue with Serbia is not a priority for Kosovo and that it should not be a priority for the new government.
“It is up to the Assembly to discuss the government’s priorities because it is the Assembly that supervises the government on all levels of politics, whether internal or external,” Hamiti said on Monday.

March Date Likely For Serbia-Kosovo Talks

The date of the first meeting in Brussels of Kosovo and Serbian delegations will be determined this week, a source close to the EU High Representative told Balkan Insight.
“It is expected that the talks will begin in the next couple of weeks,” the source said.
The source did not specify which topics would be on the agenda or outline the role of the EU in the talks. The two sides themselves needed to agree on the topics, the source explained.

Croatia Police Clash With Anti-Government Protesters

Hundreds of anti-government protesters clashed with police in Zagreb on Saturday, in violence that left some 33 injured.
The demonstrators attacked police cordons with bricks, bottles and flares, while police responded with batons and tear gas.
According to police, the protesters, which included football hooligans, were trying to reach Zagreb’s St. Mark’s Square, where the government is located, and were blocked because protests are not allowed in the square.

Kosovo’s New President Aims To Unite Country

Naturalised Swiss Behgjet Pacolli, who has taken over as president of Kosovo, has pledged to work to make it a “modern and multiethnic” countr\y.
Pacolli – pronounced Patsolli – spoke to swissinfo.ch, as he was driving around the country on a fact-finding exercise, about smear campaigns in the past and challenges in the future.
The 59-year-old controversial construction entrepreneur, whose fortune is estimated at up to SFr1 billion ($1.08 billion), said the country needed to put its recent war behind it.

Shock In Kosovo Over Frankfurt Shooting

As students in Pristina lit candles to commemorate the victims, Kosovo’s leaders on Wednesday (March 2nd) condemned a shooting incident at Frankfurt Airport that left two US airmen dead and injured two others.
Arid Uka, a 21-year-old who is reported to be a Frankfurt Airport employee, allegedly opened fire on a bus carrying the airmen. German prosecutors say they are looking into Islamic extremism as a possible motive, and media reports indicated the gunman may have shouted religious slogans before launching his attack.
Uka has family connections to Kosovo — reports say that Uka’s grandfather was from the village of Zhabar, near Mitrovica.
Kosovo President Behgjet Pacolli expressed his “deep sorrow” over the incident, and extended his condolences to the American people, army, authorities and the families of the victims.
“The people of Kosovo condemn in the harshest terms this evil, individual act … carried out against people in a military uniform who had an essential role in Kosovo’s liberation, against the army which has a key role in preserving security and stability all over the world,” he said in a press release.

Turkey: Journalists Protest Over Press Crackdown

Hundreds of Turkish journalists protested on Friday at the city of Istanbul over a recent wave of arrests of journalists in the country.
A statement issued by Freedom for Journalists Platform, an organisation consisting 25 different press organizations, who organised the protest, expressed deep concern over the increasing number of journalists who are “being arrested, put on trial and sent to prison everyday.”


The protestors chanted slogans calling for a free press and an end to oppression against journalists, which they said has increased in recent months.
The protests come one day after police arrested a large number of writers and journalists accused of conspiring to overthrow the country’s ruling Justice and Development Party.

Macedonia Arrests 29 In Trafficking Sting

Three alleged ringleaders of a massive international drug trafficking network are among the 29 people arrested in a recent sting by Macedonian police, with the help of their German and Austrian colleagues.
Nicknamed the “Frankfurt Mafia”, the group had strong links to the town of Veles and other locations in Macedonia, authorities say.
“It is assumed that the group belonged to the dealer network which has succeeded in the past years to sell drugs on the streets of Vienna and Frankfurt, worth millions of euros,” said Interior Minister Gordana Jankulovska. “All participants of the network who served as street dealers of heroin were paid for travel expenses, accommodations and food and a percentage of the sold heroin.”
Police action took place in Sveti Nikole, Veles and Gevgelija. Those arrested include Vlade Manaskov of Veles and two Skopje residents, Spase Dimkovski and Tomce Dimkovski. Police suspect they played a pivotal role as organisers.
Fourteen luxury cars were seized in the sting, along with dozens of computers, over 50,000 euros and 157,000 denars, two kilos of marijuana, and 25 small packages containing illegal drugs.
The group, authorities say, was a highly sophisticated operation distributed among individuals or decentralised cells. Many dealers were unaware of each others’ identities and simply received their instructions by phone.
“People do not know each other because of greater security for them and for the bosses, and in case of penetration of the network. They got orders via telephone where and in which apartment [to] find drugs, how to process it, pack up and where to take it,” said Ljubco Todorovski, director of the public security bureau.
The police attaché at the Austrian Embassy, Stefan Turner, said that as many as 69 Macedonian citizens have been arrested on drug charges as a result of co-ordinated action among the Macedonian, Austrian and German police.
Indeed, many families in Veles have reportedly filed complaints about the arrests, saying their children are being imprisoned on drug charges in Austria and Germany and handed sentences of up to 15 years.
According to unofficial statistics, approximately 40 people from Veles have been implicated in drug trafficking. Sources in the town told SETimes that the network was originally active in Vienna, then moved to Frankfurt due to fears of a bust.
When the coast was perceived as clear, the gang moved back to Vienna.
Some of those who worked in Frankfurt built big houses in Veles and bought expensive cars, said local residents, who asked not to be identified.

EU Mission Wants More Evidence On Kosovo

A report says the European Union’s police and justice mission for Kosovo will not yet open an enquiry into criminal allegations made against the Kosovo leader.
A spokeswoman for Eulex told the NZZ am Sonntag newspaper that there was not enough information in a recent report by the Council of Europe to open an investigation into charges that Hashim Thaci led a mafia-style organisation.
“The state prosecutor always supports criminal proceedings with evidence,” said Karin Limdal.
The spokeswoman said Council of Europe investigator, Swiss senator Dick Marty, was sent a letter asking him to “provide Eulex with information or evidence supporting the charges he made in his report”.
On December 16 Marty accused Thaci of heading a criminal organisation during the Kosovo Albanian guerrilla war against Serbia in the late 1990s – a ring that assassinated opponents and trafficked in drugs as well as organs harvested from murdered Serbs.
On Saturday, the Kosovo ambassador to Switzerland, Naim Malaj, repeated Thaci’s statement that all of the charges were unfounded, and that the Kosovo leader was considering filing a lawsuit against Marty.

Serbia To Push Montenegro On Organised Crime

Slobodan Homen, State Secretary in Serbia’s Ministry of Justice, says Montenegro’s new government must demonstrate its readiness to continue the fight against organized crime.
“The new government will have a serious task, to demonstrate its willingness to be one of key factors in the fight against organized crime in the region,” Homen said.
The new government in Podgorica is headed by Igor Luksic, previously the country’s Finance Minister.
Belgrade has in the past accused outgoing prime minister, Milo Djukanovic, of hiding people on Serbian wanted lists. In a gesture signaling the two countries’ commitment to busting organised crime networks, the two justice ministers signed an extradition agreement on October 29.
A series of arrests followed. Serbia has since taken into custody 12 men charged by Montenegro with war crimes and Montenegro has detained six organised crime suspects wanted by Serbia.
Dusan Janjic, head of the Belgrade-based Forum for Ethnic Relations, said Djukanovic’s withdrawal from politics in Montenegro would shift the focus on organised crime from Montenegro to the Serbia’s backyard.
“The time has come for Serbia to cut its own connections with organised crime,” he said.

Kosovo's prime minister, Hashim Thaçi, says he wants an independent investigation to "dispel the mist" over allegations he led a gang that murdered detainees to sell their kidneys.
Thaçi said he had "nothing to hide" and pledged Kosovo authorities would be "very co-operative" in dealing with allegations in a report by Council of Europe investigator Dick Marty that the Kosovo Liberation Army, led by Thaçi, killed Serb and Albanian civilian captives to sell their organs in 1999.
"It is a mist that I must and will work to dispel," Thaçi said.
He said the allegations were aimed at undermining Kosovo's 2008 declaration of independence from Serbia....more...

THE storm raised by Dick Marty's Council of Europe report [PDF] is not yet fading. Among other things, the report accuses Hashim Thaci, Kosovo's prime minister, of involvement in organ trafficking in the wake of the 1999 war. Mr Thaci says the allegations are slanderous and that he will sue Mr Marty. Unsurprisingly, the response to the report has been joyous in the Serbian media and defensive in Kosovo's. Serbian war crimes prosecutors are investigating three separate cases based on the Council of Europe report by rapporteur Dick Marty, a spokesman told SETimes.
“I can only say that we have gone further in that investigation than Marty, but I cannot disclose any details,” Bruno Vekaric said. “We gathered a lot of evidence, including witness testimonies, and discovered the identities of certain victims.”...more...
