Serbia and Kosovo strike a small deal with big implications

TALKING to the delegation from Kosovo was “sometimes like talking to people from another planet.” Thus Borko Stefanovic, the chief Serbian negotiator. The two sides’ views seem irreconcilable. Kosovo, whose population is mostly ethnic Albanian, declared independence from Serbia in 2008; Serbia says it will never accept this.
